Franchise-mode rebuilds, fantasy draft orders, and assigning teams across a group are the usual reasons. A random club is a much better rebuild challenge than the one you would have picked yourself.
It is also a quick way to choose a team to follow for a season when you have no particular allegiance.
Filtering by division
Each of the six divisions holds five teams, so filtering makes the draw much tighter — useful for divisional pools or a rivalry-based challenge.
Left unfiltered, all 30 clubs across both leagues are equally likely.
